cant reinstall windows xp

I had a problem with my computer restarting every 20 minuets or so. I thought
there might have been a virus in my system so I attemted to do a clean
install like I have done in the past. I get to the licence agreement and
press F8 after that I get the blue screen that says"set up can not read the
cd you inserted, or the cd is not a valid windows cd please insert one of the
following cds......" I pop out the cd and put it back in and press enter. The
light on my cd rom doesn't even show its reading the cd and the same message
keeps coming up. What could be the problem? I cant get passed that screen. I
even tried to put in an old windows 98 cd and the same message came up. I am
at a loss please help me lol

Bad hardware?... Tried a difference CDROM drive or cleaning that one?

yes i tried a different cd rom, I cleaned both, I even went out and bought a
new hard drive. I cant get passed that screen
