Cant receive mail in secondary accounts

I have created a primary account and 2 secondary accounts and I can send
from all three accounts but cannot receive into either of the 2 secondary
accounts. I only need one secondary account but I created the other as a
means of trouble shooting. Any ideas will be greatly appreciated. I have
confirmed that both accounts have been set up properly on the server.

In the absence of any error messages when you try to receive mail, did you
set all the accounts to leave mail on the server?
Tools>accounts>select each in turn>properties>advanced.

If this is not the problem then please provide more info.

Have these secondary accounts been set up with the email provider?
If you send a mail to one of the secondary accounts does it show up in your
Inbox?

Does the primary account also retrieve emails addressed to the
secondary accounts? Are the secondary accounts through the same
mail provider, and are they truly independent? What happens
when you send an email to yourself addressed to a secondary
account? When you access the secondary accounts via webmail,
are there messages online waiting to be downloaded?

Maybe I'm not understanding something, but if the primary email
account is downloading all messages for all your Tiscali accounts,
then there is nothing left to download for the secondary accounts.
Apparently the secondary accounts are not truly independent if the
primary account is downloading the secondary accounts' messages.

Sorry, I'm still not understanding what is going on.
Your problem statement seems contradictory to me.
Perhaps one of the other responders has a better handle on this.

So to reiterate, the second email account doesn't receive any messages
in your Windows Mail. The primary email accounts successfully downloads
messages (but only _its_ messages).
That second account may be corrupted. Delete it in Windows Mail, then
restart Windows Mail, and recreate the account.
If no improvement, which antivirus are you running?

Yes, each account must have its own login.
Otherwise the server has no way of telling which account's messages
you want to download.
