can't receive email

My email comes in sometimes and sometimes not. I get this message:
The host 'pop3.frontiernet.net' could not be found. Please verify that you have entered the server name correctly.
Account: 'Windows Mail', Server: 'pop3.frontiernet.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 11001, Error Number: 0x800CCC0D

It must have been a temporary glitch. The server pop3.frontiernet.net
certainly does exist, and I was able to connect to it just now. If the
problem continues, try replacing pop3.frontiernet.net with its IP address:
66.133.129.73.

Please write out what the symptoms are, an include a complete copy of
any error messages.
