Can't reboot. {unable to locate dll}

Hi,
On August 14 i started having some issues accessing my
hotmail account, i finaly
got through but could not access certain e-mails with
links. I soon realized
that my computer was not working propperly so i tried to
shut it down and reboot
but i could not disconnect and i started getting an error
message saying
"svchost32 could not be located, and error log is being
generated". I then
pulled the phone line out, rebooted and tried to get on
line again, still having
some issues connecting and accessing my mail, i called MSN
support and the nice
lady told me that i might want to create a new dial up
which might resolve this
problem and for a moment it seemed to be working but after
i hung up the phone
the things got progressively worse. That is when i heard
on the TV about the
Blaster virus. So i did a virus scan and it said that 1
item was deleted but no
virus found. Not satisfied, i went to the link
www.microsoft.com/security and
read up on what i needed to do. I followed the procedures
and at one point i got
a message that i needed Service pack 2 or higher in order
to po i went ahead and
downloaded THE SERCIVE PACK 2. After teh download it asked
me to restart the
computer which i did and teh computer came back on but it
would not go to teh
login screen, like it goes through the bootup process the
Windows 2000
professional logo comes on and i see teh little loading
window as its trying to
set up but then after it completes it goes to a blue
screen with a DOS like
prompt "STOP c000015 {unable to locate dll} the dynamic
link library winsrv
could not be found, the specified path default,load path.
This message flashes by real quickly and it comes back to
the Microsoft 2000
screen and does the whole thing all over again.
I called support again and they told me that you have had
other people call in
with similar issues but before that he had also told me to
call IBM cause it
seemed tio him as a hardware problem and i informed him
that i had called IBM
and they had told me otherwise. He then gave me another
number for PC safety 1
866 727 2338 which i was unable to get to cause i had to
hold for ever(understandable).
So, what i need to know is can i get my computer to log in
again? and will my
data be safe. I know you guys must be very busy but i
would appreciate some help

I use an IBM laptop with Windows 2000 professional NT
playform. I do not have
the bootable CD as this laptop was given to me through my
college and they did
not give us the Win 2000 CD.
I dont know what to do and i dont want to loose my data. I
just want to be able to get to my desktop so i can
retrieve my files.
