Can't R-Click in Start Menu

Hello,

I asked this earlier and someone helped me out but their
solution couldn't solve my problem. Well anyway, I've lost
the ability to right click in the Start Menu. I can't
drag-and-drop either. "Kaylene aka Taurarian" tried to
help me and posted this:

Well I've tried that with the customized start menu and I
switched to the default style start menu, in both cases no
"allow drag-and-drop" checkbox existed for me to check. Is
there anything else I could find?
 
Hi,

Try to restore the computer to an earlier known good
registry value through system restore. Click Start > All
Programs > Accessories > System Tools > System Restore.
Select the first option of restoring the computer to an
earlier date and time. Click Next and then try to find a
date in the Calendar which appears a little bit bold. Do
not click in the current date. Just try to click a bold
date in which the computer is working properly. Then click
Next. Again click Next and the computer will reboot. After
that it will give you a confirmation "Restoration
Complete". Then try out the right click option in the
Start button and check it out.

Give me feedback about this please.

run regedit and navigate to
hklm\software\microsoft\windows\currentversion\policies\explorer
and check for key NoTrayContextMenu. if the value on it is 1 then set it to
0, or just delete it.
also check for that same key in
hkcu\software\microsoft\windows\currentversion\policies\explorer
