Can't pin items to Start Menu anymore

I deleted the stock (pinned) Internet Explorer and
Outlook Express icons from my Start Menu when I first
installed Windows XP. Just the other day, I wanted to pin
another application shortcut, but the "Pin to Start Menu"
item is no longer part of the Start Menu's context menu.
Is there a registry setting I can fiddle to get this
capability back? (I've already added a
NoStartMenuPinnedList DWORD setting to the
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersio
n\Policies\Explorer registry key, value of 0, per
Knowledge Base Article #292504 with no discernable
effect.) TIA.

Have you checked that the 'enable dragging and dropping'
option in the advanced tab of the star menu is enabled?

1/ Right click on some vacant space on the task bar.
2/ From the drop down menu select Properties
3/ In the taskbar/start menu properties window click the
start menu tab and then click the Customise button.
4/ Next click the Advanced tab
5/ Check the list of start menu items and make
sure 'enable dragging and dropping' is enabled.
