Can't ownload files from internet sites

I can't download files from any internet sites. I keep
getting an error message: "Internet Explorer cannot
download (filename) from (site name). Internet Explorer
was not able to open this internet site. The site is
either unavailable or cannot be found."

I've already tried reloading Internet Explorer program
and deleting the index.dat file from the 'Temporary
Internet Files'folder... neither helped.

Since I can't get any downloads, I also can't get any
patches/service packs from the Windows Support site. So
I'm stuck... not sure how I can get the Service Pack.
 
I'm actually having the same problem as you are. Can't
seem to figure out what's wrong
