Can't open XLS by double-click

Office XP, SP3. Regular (non-admin) users double-clicking on an XLS file in
Windows Explorer starts Excel, but results in grey screen with no file
loaded. They can then File / Open and load any XLS file OK, but it won't load
automatically. Administrators do not have this problem. It's not a permission
problem, because normal users CAN load the file via File/Open. Any thoughts?

OF COURSE! How silly of me to miss that intuitively obvious setting. :-o)
