Cannot open files by double-clicking on file

Excel files cannot be open by double-clicking on them.
MS Excel application itself can be started normally.
version: 2002 SP3

Following actions were done but still no luck:

1. From the Excel menu choose Tools/Options/General and uncheck the "Ignore
other applications" checkbox.
2. Follow MS kb advice below,

Under item 4, the registered file types XLS could not be deleted. The Delete
button is dimmed. So, it cannot be proceed further.

Any ideas?
