Excel (Office 2007) Not Opening .tsv files

An oracle application generates a file (*.tsv) which is supposed to pass it
off to Excel for manipulation. However one installation of Excel will not
accept/handle the new .tsv file. It just closes immediately. (Note that
other machines here have no problem with this). The machine that is having
this problem is an XP machine SP-3 with all the latest patches.

Help and about on this machine shows:
MS Office Excel 2007 (12.0.6425.1000) SP2 MSO (12.0.6425.1000)
Help and About on a working system shows:
MS Office Excel 2007 (12.0.6324.1000) SP2 MSO (12.0.6320.5000)

ANY help at all would be very much appreciated!!!

Someone else posted the following though this did not apply to our systems.
There is NO advanced button:

"Open Folder Options from the Control Panel. Click the [File Types] tab and
scroll down to the TSV entry. Click the [Advanced] button. For each action
listed, highlight to select it and then click [Edit] to edit it. Scroll to
the end of the "Application used to perform action" field and place
double-quote (") marks around %1 at the end of the entry.

I still don't understand why some workstations can open TSV files without
this modification and some cannot (all running XP Pro,sp3 and MSO2003sp3);
but the solution worked for me."
