Does the browser display an error message or just simply not render
the page ? What security software do you use on the PC ? It's a good
idea to have more than a single browser. This way you can verify if an
issue is browser related. I use IE and also Opera 10.5 and Google
Chrome. There are others - Apple Safari and Mozilla Firefox. If you
are using IE (Version 8) have you tried browsing with the minimal form
of IE - No add ons ?
The first thing to check/verify is that Windows is not infected. The days
of just using AV/Firewall isn't enough anymore. There are so many types
of infectors these days so you have to have a "Cocktail" of protection.
You need a real time Anti-Malware agent like Windows Defender. I'd
also run Malwarebytes and the SuperAntispyware online scan.
If your browser has been Hijacked you'd see an unwanted site and
not just a blank screen or inability to load a specific page.
Sometimes a browser will fail to work if a Proxy has been setup but
isn't actually in place and working.

Really too many variables to give you a focused answer.

Is it only one website you cannot access or is it all websites? Or most? Or
just a few?

What are you using for your browser? e.g., it'll be IE6, IE8, FF3, Opera,
etc. etc..

XP Home or XP Pro?

SP2 or SP3?

Are you getting any error messages? If so, repeat them here ver batim if you
can.
If not, what exactly happens when you try to go to a website? Be detailed
and as accuate as you can be from when it all works OK to and thru when it
doesn't.

HTH,

Twayne`
