Can't open the option menue in IE

When i click on TOOLS-INTERNET OPTIONS- i get a message
saying that this operation has been cancelled due to
restrictions on this computer. Please contact the system
administrator... But the thing is that i am the only user
in this pc and i am logged on as administrator. Please
help.
