Can't access the options menu

I updated my xp with the latest "fix" and updated IE to
6. Now I can't access my options in IE. I get the
messge: "This operation has been canceled due to
restrictions in effect on this computer. Please contact
your Administrator."

I AM THE ADMINISTRATOR.

I can access the Internet properties menu through control
panel, but the home page option is greyed out there. I
have a feeling they are related somehow.

I have contacted MS and they have not answered me. Can
anyone help me?

Did you by chance run SpyBot's Immunize feature?
"Lock IE control panel against opening from within IE (current user)"
