Can't open "Start"

Why can't I open my Start button (Vista SP1) if I'm in safe mode or
logged-on as Guest?

In other words, if I try to press the "Start" nothing happens, that is the
hourglass remains forever and I can't access the menu which usually appears
pressing on it. This doesn't occur if I'm logged-on as my username or admin,
why?

I would create an Ubuntu boot disc that runs that OS from the disc. If
you can use it, there is a software problem with Windows. If you can't
use it, you computer is suffereing from a hardware problem.

In any case it is handy to have an Ubuntu disc, because it allows you
immediate wireless web access if you are using a router for a
broadband connection.

My Windows works good! It's only a specific problem in safe mode..
