can't open programs

When I log in under MY identity on the logon screen, I
can't open ANY programs. I can connect to the internet
but can't get up ANY webpages and the system locks up. I
did notice that my Norton was not running in my taskbar.
When I try to run any program, even from the Start Menu,
it freezes up.

HOWEVER, I am now logged in under another user on my
computer and Norton comes up and I can open my programs.

ANY SUGGESTIONS?

Check your startup folder on the start menu as that can be different for
each user. Logged on under your identity, right click on the start
button and select Open. That will open your personal start menu folder
that is not shared with other user accounts. Open the Programs folder
and then the Startup folder. Remove an icons from there by copying them
to a temporary location and reboot. Does that make any difference?

If not, do the same for your run key in the registry. Logged on under
the problem identity see if you can run regedit. If you can, navigate
to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run.
Export the key as backup and then remove any items under that key. If
you are uncomfortable editing the registry, you can also try running
msconfig.exe. Go to the Startup tab and remove the check next to any
item that lists HKCU\Software\Microsoft\Windows\CurrentVersion\Run as
the location. Again reboot and see if that makes any difference.
