Can't open printer properties on print server

I have a DC that is both file and print. I am no longer able to open
printer properties for my printers or able to add a new printer. It fails
just before completion. When I attempt to open printer properties my screen
refresh and the printers window is gone. I believe this happened after
someone tried to add an epson printer using a 1998 driver. Not sure. How
can I rebuild the printing services without rebuilding my server.

Have you tried highlighting the epson printer and deleting
it. Then go to file > server properties > drivers > delete
driver. Then from a command window net stop spooler, then
net start spooler?

Yes, the first thing I did was delete the Epson, remove the drivers, and
have multiple times restarted services and server. I basically need to
know how to rebuild the print services without having to rebuild the entire
server. If that is possible
