Can't open pictures by Windows Picture and Fax Viewer on desktop

The problem is the viewer come up and close within one second when I open any
picture file on desktop by this viewer. But this won't happen if the picture
located anywhere beside desktop. Can any one tell me what happen? This
problem really annoy me because I always save the picture on the desktop.
