Can't open pics saved from internet

Using Windows 98 I could always save pictures from the
internet by right-clicking and choosing "Save picture
as..." and the picture would be saved in My Pictures.
Now, it seems that the pictures are being saved, but the
Windows viewer states "no preview available" or it simply
cannot open the file - it doesn't have a program to open
it with. I would really like to view these pictures -
isn't that what a photo manager does? Please help!
