Cant open multiple internet windows

Every time I click on File New Window (or double click on internet explorer
from the desk top and Start menu), I cannot open a new window. It just
refreshes the same window (or goes to my home page from the desktop). I am
just not sure what to use in Tools. It will be a big help. Thanks!

Tools, Internet Options, Advanced, UNcheck Reuse Windows for
launching............

What kind of add-on crap do you have? Like <Insert Name Here> toolbars?

Internet Explorer | Tools | Internet Options | Advanced tab |
Uncheck: Reuse windows for launching shortcuts |
Click Apply | Click OK

I tried everything you said, and it still didn't work. I evan restarted the
computer after it. Any suggestions??
