Can't open GPO

Hi, all
I've got a problem while opening GPO from Active Directory Users and
Computers MMC. When I open this MMC on any DC I can open any GPO in domain
or OU properties. But when I run the MMC on some another computer and try to
open Group Policy tab I get an error:

Failed to query the Group Policy link information with 0x8007203a. You may
not have appropriate rights or no domain controller is available.
Details:
The server is not operational

Does it mean no DCs can accept some non-localhost requests?

The group policy editor contacts the PDC emmulator to modify group policies.
See if you can open the group policies on the DC that is your PDC emulator.
If you can, then look into DNS for possible issues preventing your DCs from
locating the PDC emulator.
