Have a look at the following KB# 832214
http://support.microsoft.com/default.aspx?scid=kb;[LN];832214 - Which
explains why do you get this access problems while opening Domain Security
policy/ Domain Controller policy. This also specifies using of group
polociy management console(GPMC) which provides a single solution for
managing all group-policy related tasks.
