Cant open ADD/Remove programs

Every time i go to add/remove programs it gives me an error saying

Parser Message: "Parser Error ',' at line 230, can anyone help with this?
I tried copying rundll32.exe and appwiz.cpl from another XP home machine i
have, but there was no luck

If you're using StylesXP, turn it off and apply one of the standard XP
themes. Then try Add/Remove Programs.

Even when i type appwiz.cpl in start>run it still gives me a parser error

I havent changed the theme at all (with the exception of removing the
default background picture)

I formated this 2 nights ago, a clean install with no errors (except this
now i guess)
