Problems launching "Add remove programs"

A "Parser Message" saying 'Value creation failed" at line 521' appears
whenever I try to open the Add remove programs tab. And I do not get the
window. Everything else is working fine. I tried restoring the computer to an
earlier event, that didn't work.
Can anyone please suggest me what should I do.

Switch to Windows XP theme or Windows Classic, and try again.
