can't obtain an ip address (dhcp)

I have a xp pc that can not retrieve a dhcp ip address from the high speed
modem. i called the company they said it is a pc problem. i type ipconfig
/release. it said that the ip was allready release. i hit ipconfig /renew and
it said error can not find a ip. i rebooted everything.

What could be blocking the pc to obtain an ip address? I made sure that
there is no ip in network places.

All the lights on the nic card are lit and in device mgr. It's says the nic
card is working fine.
