Can't modify "Places Bar" from Open/Save dialogs.

Hi,

I tried to modify the "places bar" with TweakUI program (from MS)
and it does not even display this option under Common Dialogs branch.
I investigated it and it turns out that this is becase the registry
key "PlacesBar"

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\comdlg
32\PlacesBar

that keeps MyPlaces data is missing! What even worse, I can't create this
key under "comdlg32" because I have no permissions, and other domain users
can't do it either. Question is, where in the domain is this disabled?

Where can it be enabled for all domain users so they can have their own
places in that bar? In Group Policy Editor I could not find such place in
Administrative Templates that would help it.

you can disable the domain by going to administrative tools on control panel
