Can't make re-arranged desktop icons stay there

One particular local user on the pc cannot move their desktop icons without
them all moving back to their original position next time they log on. This
user is a member of the users, power users and administrators groups (which
is the exact same as another local id which does not have this problem). And
yes, i've made sure "auto arrange" is not checked. Any other suggestions?

It sounds like a group policy issue, but my memory fails me right now.
Someone out there knows what I'm getting at. When you say "local", do you
mean the local computer or domain? I'll keep thinking if you don't mind the
burning smell.

OK, try this

Start>Run In dialog box type: gpedit.msc
At left, expand user configuration> administrative templates>desktop
Browse at the group policy objects listed. There are a few that could
restrict saving the desktop for the user. If nothing there is the issue, it
may be a policy on your domain controller.

i checked the group policy objects and there doesn't appear to be anything
there to cause this problem, in fact everything shows as "not configured".
There are also apparently no policies set on our domain controller that would
be relate to this issue. To answer your earlier question, when i say
"local", i'm talking about the local computer.
