Can't log onto DellMSN "My Home Page"

For some reason, when I first boot up my Dell notebook computer using MSXPHE
and try to open I.E.6 where I have (at least in the past) used DellMSN "My
Page" as my default home page, it will not open. I get a blank page with
something such as "ellnet open here" or something similar in the way of
text. I can click on "refresh" and the page will open....and, after opening
this the first time, it will open okay after that...at least until I have to
re-boot the computer again. I've tried Dell Support...and MSN Support and
short of re-formatting my hard drive, their suggestions have not worked.
The easiest fix is to stop using DellMSN "My Page" and use something else
instead.....as any other home page tends to work. Is there a reasonable fix
that's not worse than the problem?

Do a spyware/adware scan.

What's the best program to use?

Clear your IE cookies and cache.

I know how to clear the cookies but how do I clear the cache ?
