Can't log into my incoming mail server

I can't send or receive and when I try to do a test message in my Outlook XP,
it tells me I can't log into my incoming mail server. I have changed
passwords, set up a new account, I can receive it on webmail but not in my
Outlook. My boss is not having this problem. I have not changed anything in
the settings, it just suddenly happened.

You set up a new account and passwords but didn't change your existing
settings? Is that what you mean?

Actually I didn't even set up a new account. I left work one day, returned
the next and my email won't work. I have tried changing settings, etc etc
etc and nothing seems to work. When I do a test email, everything goes
through ok but it can't log onto the incoming mail server. I can get on my
webmail to receive it but can't get it to come through to my Outlook. I
haven't changed a thing and it just stopped working.

What account type are you using?
If you are using a virus scanner that integrates with Outlook disable this
integration and try again.

By account type do you mean POP3? If so, yes.

I have tried to disable the firewall, the antivirus and still nothing works.
