Cant log in as administrator

When I try to log in as the administrator it just goes to
the screen and only the background loads. The desktop
items and taskbar will not load. Once you are there, you
cannot do anything except press control-alt-delete. You
can, however, log in as a guest and everything loads
properly. I have tried to log in under safe mode and
create another user account with administrative
priveledges but that account also fails to work. I ran a
virus scan and it came up clean. What could be causing
this?
