Can't log-in as Administrator

I am the administrator of my computer. I had designation
my spouse as a user with limited admin rights. When the
login screen comes up my login name and spouses login name
apprears along with the password box. We I login in my
password the screen takes about 1-2 mins. and I just get
my window desktop background. No toolbar, shortcut icons,
start button for programs, etc., appears. I can't access
anything, just a background desktop picture that I
loaded. I can go in under my spouses account and have
access to all of the programs but can't change anything
since she has limited admin function.
How can I restore my computer so I can re-gain admin
rights and get my toolbar, desktop icons, shortcuts, etc.

If you have Home Edition, go into Safe Mode (tapping F8 as the computer
is starting will get you the right menu) and log on as Administrator.
The default password is blank. From there, go into the User Accounts
applet in Control Panel and make yourself a new profile. Log in to the
new account, copy over your data, and delete the old profile.
