can't lock/unlock toolbars

A few months ago when they put out an update for IE, it deleted my 'lock toolbars' option from my right click and view>toolbars menu. Every time I rebooted my computer, the toolbars would reset themselves with text labels and a search window on the left side of the screen - which was really annoying as I have a small laptop monitor. But I could still move them around to where I wanted them, so I dealt with it...
BUT... This latest service package update thing, whatever they're calling it, gives the toolbars a default setting of locked. I can add/remove toolbars, but I can't change their location. It's the same after hitting F11 to put it in fullscreen mode... the toolbars are still locked into place, and the address bar is about an inch and a half long, which makes it nigh imposible to find things in the drop-down history
Any suggestions

Unfortunately, no, it can't. Even my regular-screen view is missing the 'lock toolbars' option - both from right click and from the view>toolbars menu.
