Hello,
The problem here is that your cryptography service isn't
turned on. Try going to this location and enabling this
service:
Start > control panel > adminstrative tools > services >
Cryptography > R-click and choose start.
2 other services will generally interfere with Windows
update but since your problem is limited to certificates
then this most definately the cause. If you have further
issues go to the same location listed above and make sure
that ~ Windows Installer~ And the Application Manager is
started. There is only one other issue that could ever
arise with windows update, but If you have that isssue we
can resolve it later because the solution is not
recommended by Windows in the first place
