Can't Install Software--New Windows AntiSpyware beta 1

My husband downloaded this for me and I can't install it even though I am the
Administrator user for this machine. I get this error message--

"The System Administrator has set policies to prevent this installation"

The Microsoft data base suggests this may be associated with Norton AV--I
run 2005 version. But even if I disable it, I still can't install it. I've
tried using Add/Remove programs(put the install program on a CD) or just
straight ahead clicking on it. It won't install.

I also run Spy Sweeper from Webroot. There is some possibility this may be
the culprit. I'm looking at that but don't know what I'm doing.

This machine is running XP Professional, SP 2, with all current
upgrades/patches in place.

I don't know a registry from a beachball! I looked at the link but I've
never had any Norton on here except the AV 2005--nothing earlier. The
Personal Firewall was installed until we got a hardware router and then that
was removed. My husband told me this. I don't understand it.

Is there anything simpler to do?

Start>Run and type in without the quotes "gpedit.msc"
Go to:
Computer Configuration\Administrative Templates\Windows Installer
User Configuration\Administrative Templates\Windows Installer
and find if there is something disable or enable for Windows Installer.

Under the first one Disable Windows Installer it is enabled.
Under the second one nothing in Configured--they all say Not Configured.

However, I just installed several other programs successfully, including the
Winamp media player.

This is very frustrating. I also discovered that somehow, the SP 2 Firewall
got turned back on. It is now off again.

That was it Jose'! We had disabled the Windows Installer because of a
software install/removal problem some time ago and I forgot it was off.
Turned it on and the install worked great..
