The system administrator has set policies to prevent this installa

I bought Photo Explosion Deluxe (New Version 3) software, I have an updated
Western Digital hard drive but the program loads so far and then I get a
message that it was interrupted. It loads OK on my husband's Del computer so
nothing is wrong with the software. I tried using the Diagnostic Startup
option but just got a message that I can't access the Window's Installer in
that mode. I turned off all running programs including Security software. I
cleaned the CD Rom Drive and the software, I just get the same message every
time that something interrupted the installation even though I have plenty of
hard drive space and RAM. I tried loading in Safe Mode and I got this
message: "The system administrator has set policies to prevent this
installation" Since I'm the system administrator and I don't have a clue as
how to set policies to prevent the installation of software, how can I change
this to allow my Photo Explosion software to be installed?

I'm unable to install this program since I get the same "the system
administrator has set policies to prevent this installation" message.

Any thoughts?

There is a more radical reset available, if you care to get into the
technical details.

HOW TO Reset Security Settings Back to the Defaults:

It is likely that your system has had a recent update which is causing this.
It would be difficult to guess which one. Open a cmd prompt, and type
systeminfo to review these.

Thanks for trying to help.
I downloaded the SubInACL tool and tried downloading my software again, but
again it interrupted in Normal Mode and I got the "The system administrator
has set policies to prevent this installation" in Safe Mode. I'm not
confident enough to try the more radical fix.

Thanks for trying to help. This is one of the first things I tried and it
didn't work.

I have XP home, I already tried this too, but again, I thank you for being
considerate enough to offer the suggestion.

I am having the same issues with the same software program. I'm running
windows Media Center and have tried all suggestions in this posting plus
others from the various forums. Before I try the resetting of the security
settings as suggested by Mark, I was wondering if there is an easy way to
determine if a Windows update that I have listed in my systeminfo file could
have change a setting?
