Can't install or uninstall programs

I am having problems installing and uninstalling programs. I believe the
windows installer may be corrupt. Does anyone know how I can repair or
reinstall this tool?
I checked the properties of windows installer, and somehow it is
connected to Roxio's Photosuite program, which I have a roxio folder on
my system, with Photosuite as a subfolder. However, Photosuite isn't
installed and I cannot install the program. I get the same extraction
problems I get with other programs I try to install or remove.

Windows Installer Fix (Line 94)

Go to Start/Run and type in:
msiexec /unregister [click ok]

Then Start/Run and type in:
msiexec /regserver [click ok]
