Can't install office xp to windows xp

I'm having trouble installing office xp to my windows xp.
I'm getting this error message "The windows installer
service could not be accessed. This may occur if you are
running in Safe Mode, or the Windows Installer may be
installed incorrectly." I checked and its not in safe
mode, and I have no clue on what the windows installer is?
What can I do?
