Can't install desktop themes

Anytime I try to install desktop themes it gives me an
error message asking me to either chose from a fileor go
to the web. Does everyone have this problem?
 
Hi,

What is the extension and where are you trying to install it to/from? When
that message box appears it is wanting the program associated.

BTW, I have the edit to remove that box, however it won't really help you
with this particular issue.
