Can't Install Backup PST Tool

I can't seem to install the MS Outlook 2003 PST Backup
Tool. It keeps saying that I already have the application
installed and that I need to first remove it.

But the "Backup" option isn't available in my File pull-
down menu of Outlook (implying it's not installed).

Plus in Add/Remove programs, the program doesn't show up
listed there.

Has anyone else seen this happen ? How can I fix this so
that I can get the darn thing installed !

Maybe there's a corrup key in the registry that just need
to be deleted ? If so, where is it and which one ?

I have the same problem except Backup does show up in add / remove programs. I have downloaded the file and reinstalled it several times, but it never shows up on the File menu. I am using XP with Office 2003 Pro
