cant insert pictures

i have a brand new pc and have not been able to insert pictures into my
message as i did on my old computer.
i click the insert picture icon and click browse. the browse window is
grayed out. it will not let me close the window or cancel either.
i have to ctrl+alt+del to get out of it. and of course that also closed
Outlook Express so if i have typed a message i lose it.

Susan, check your security settings in OE's Tools> Options. You need to
allow pictures in messages. And I believe the default setting in OE now is
to use Plain Text (don't use OE so am hazy on defaults, sorry!). With plain
text, you can attach pictures to mail but not insert. Change the compose
setting to HTML to insert pictures into the message.

Before making these changes, you may want to read the OE help file on
security and "safe settings." HTML is fun but has certain risks. Be
informed of those risks before opting (or not opting) to use HTML.

If my answer didn't help or you need more info, you may want to post in the
OE newsgroups instead of the XP accessibility group. Here's a link that
will open the group in OE for you (remember to subscribe if you want to
keep the group listed in OE):

THE STARTUP MENU. SINCE I POSTED THIS I READ OTHER POSTS ON THIS ISSUE AND
ONE PERSON CAME UP WITH THE IDEA IT WAS IN THE STARTUP MENU.

I DISABLED ALL STARTUP ITEMS AND ONE BY ONE ENABLED EACH ONE. EACH TIME I
SELECTED "APPLY" AND THEN CLICKED "EXIT WITHOUT RESTART." I WAS ABLE TO
INSERT PICTURES NORMALLY THEN. BUT WHEN I EVENTUALLY PERFORMED A RESTART
EVERYTHING WENT BACK TO THE WAY IT WAS. ALL STARTUP ITEMS WERE THERE AND I
STILL HAD THE ORIGINAL PROBLEM OF NOT BEING ABLE TO INSERT PICS.

Disabling startup items without a restart does not end the startup programs
that are running in the background. A restart is required for any changes
to occur. Since no change was made to the environment, I have no idea why
that seemed to work. Suspect it was just coincidence rather than being an
explanation for the problem.

Did you post your question in the OE newsgroups yet?
