cant insert picture

i have a brand new pc and have not been able to insert pictures into my
message as i did on my old computer.
i click the insert picture icon and click browse. the browse window is
grayed out. it will not let me close the window or cancel either.
i have to ctrl+alt+del to get out of it. and of course that also closed
Outlook Express so if i have typed a message i lose it.

Open a new message window (Create Mail), and under 'Format' make sure 'Rich
Text' and 'Send Picture with message' is checked.
 
i have done this. i can double-click a picture to insert and see it post to
the email message, and it takes me back to the window that says "browse" at
top where you set up for the picture to be at top, bottom, etc. that is
where it gets stuck. can't close with the close button nor the red button
with the X at top right. can't cancel.
i can click OK and it inserts additional pic every time i click OK. but it
won't let me out of that window.

another scenario, if i select the picture with a single-click, the name of
the pic goes into the File Name field and it gets stuck at this point, it
doesn't take me back to the browse button.

Are you per chance running some type of antivirus program and have it set
to scan incoming/outgoing mail? Have you tried to alter the source code of
your HTML messages to indicate the file path to the desired images?

How large is your message store folder? Try compacting while working
offline (click File/Work Offline and then follow up with File/Folders/
Compact All Folders and let it run to completion without using the computer
for any other task. It sounds like some corruption has taken place in your
message store folder.

As a final resort, you may try to create a new identity.
