Can't initiate download

When i clicked on the download link, my internet explorer will not initiate a download window for me to have the option to open, save, cancel and etc. just like other usual or normal computer would do. i did not have netscape installed before. i had formatted my computer before and the same problem still exist. so, after clicking the download link, internet explorer will go to a blank page but the address of the download link with the file do show up on the address bar. on the address bar, besides the http://, i saw a picture icon besides it instead of internet explorer page icon. i think maybe it's the program of choosing the program setting that i have to work on to make it work? please help. thanks! currently, i have to use additional software such as those downloading program (getright, godzilla, download manager) to help download something. plus, not all the download link can use Save Target As... some of them, you have to click it and it will bring you to the downloading source and initiate the download thingy....

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

Note that netscape need not have been installed to get a
netscape-style plugin. Several apps can install them.
