cant import outlook pst file from CD

trying to reclaim files from an old back up cd (cd back up was made at
work-recently installed outlook to my home computer w/diff email account)
recieved this message when trying to import from the cd : "Properties for
this information service must be defined prior to use" in addition the office
assistant msg was :" file access denied. You do not have the permission
required to access the file D:\ outlook.pst"

need to know how to set up permission or how to correctly import this info

Copy the file to the hard disk, make sure the Read Only file attribute in
Explorer isn't checked and use File-> Open-> Outlook Data File in Outlook to
open the pst-file.
