opening/using pst files

I have received copies of my outlook files on cd in *.pst format and cannot
either open them or import them, receiving a response "File Access Denied -
insufficient permission...."

What should I do?

First we must know how these files were created and from what version of
Outlook. You should also examine the file permissions you have set up for
your OS.
The only way you could possibly access these files is to move them to a hard
drive, remove their read only attribute, then open them in Outlook. You
should never import a PST file.
