Import Outlook Express PST fails due to permsssion error

I have an older Outlook Express 6.0 PST file on an older backup CD rom (read
only). When I try to import that PST file into my MS Outlook 2003 program, I
get 'permssion denied'. How can I either revise/revoke the permission or
otherwise gain access to the PST file so the 2003 Import Wizard accepts it?

OE doesnt use a pst file.
Copy pst to hd, ensure read only is off. Then in OL File>Open>Data
File.......browse to location.
Do NOT use import or Export options with a pst
