Can't open or import a pst file

I have MS Office 2007 with Outlook 2007 on my home computer. I have a pst
file from MS Outlook 2002 which I cannot open or import. I have copied the
file from a CD to my C drive. I've changed the Permissions and removed the
Read Only attribute. I've changed the owner and given myself all permissions
and I still get the following error message:
File Access is Denied.
You do not have Permission required to access the file.

What else can I do to get access to my data and get it into my new version
of Outlook?

Did you make the origonal copy with OL closed?
Have you overwritten any existing pst on the new PC? - often better to copy
to My Documents folder
What size is the pst?

Yes I copied the pst file from the CD using MS Explorer (File Manager) to
drag it from the CD to my C drive folder. Then I changed the permissions.

No I haven't overwritten the existing PST file, the pst file I'm trying to
access has a specific name to differentiate the files from the default pst
file in Outlook.

The pst file is 128,464 KB in size.

Also, I was incorrect regarding the original version of Outlook, it was 2003
not 2002.

But did you copy the origonal whilst OL was closed?

Have you run scanpst.exe, the repair tool on it?
