can't get windows xp to load and it won't start in safe mode

I have a Dell inspirion 5150 with xp proffessional and Nortons and I cant get
thre system to load.
When you turn on computere you get the Nortons go back screen. If you select
any of the system restore points it still wont reload.
You then get the scree with safe mode, last known good configuration etc
,and none of these work
If you try and use F8 when the system is loading it turns off the computer.

Any Ideas

If you can't access Windows via any of those options, you can try a 'Repair'
install of XP - depending on which kind of XP CD you have. Please have a
look at the following article by Michael Stevens:
