Can't get theme to upload to server (using FP2003 & FTP)

I've been working on a website and created a new theme/background. I've been
trying to upload the new site to our server via FTP. It's a really long story
as to why we aren't using a server that allows me to do live edits, etc.

Anyway, my problem is, the new theme/background isn't loading, so the page
looks all wrong. You can see it at http://www.wvba.com.

Obviously, I don't have all the pages loaded and will have lots of "bugs" to
work out, but I need help in getting the background to "work." Without it and
because most of the font is white, it looks blank.

Have you try uploading via FP's FTP mode, if so, then try publishing the site to a folder on HD,
then open the folder in Windows Explorer or My Computer, delete all the _vti folders, then upload
via FTP all of the remaining content.

I've been using FTP to do content updates on this site already... so do I
still need to do this?

The major changes are the background, new banner and drop down navigation
menus. I'm not sure why it's not loading correctly now. I'm sure it's user
error.
