Can't Get Past Windows Welcome Screen

Have XP Pro installed. Lost my 200g hard drive through a 'disk read error'.
Formatted drive, reloaded Pro and reloaded my backup files (files were
password protected). Now I can't get past my sign in screen. Neither my mouse
or keyboard works. Nothing. When I switch over to my old hard drive,
everything works ok. Have I somehow locked myself out and if so, is there a
way to go in through a back door to correct this problem. Tried old drive as
master and new 'hung up' drive as slave. Tried to format 'hung up' but not
allowed to. Tried booting with installation disk and going into repair and
recovery but nothing works (at least I don't understand all the DOS commands
that are listed). Tried 'hung up' by itself and tried to format, but won't
let me.
I need help to recover this drive. Or should I just scrap it and start anew.
I'd really like to recover all my backed up data.

Hi Tim,

When you say your get hung up after the sign in screen are you saying that
you are logging in as a user on your computer, then it freezes up when it
starts to log you in?
