Can't get Network Setup Wizard to Open

I'm trying to get Network Setup Wizard Open, but if I try
through the start up menu or the network connections
folder in the control panel, the computer does nothing.
It's like it doesn't even exist....help!!! (If you
reply, could you e-mail me, the reply, too?)

Usually this happens when your Network Connections folder is emtpy, try
fixing that first...

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
