I want to turn the personal firewall off in order to
share a printer with another PC on my home LAN. But
every time i hit the Properties button under my "Local
Area Connection Status" window, i get a "Windows explorer
has encountered a problem and needs to close. We are
sorry for the Inconvenience".

Everything else is working fine, networking, web, etc.
but since i can't get to the properties i can't turn the
firewall off.

Any suggestions?

You probably are the victim of virus or spyware activity.

When you get that error message, click on the link that
will show what the error report contains.

You should see something similar to:

Error Signature:

AppName:
AppVer:
ModName:
ModVer:

What are the specific files that you see mentioned there?
Post back with that information for a possible more
specific solution. Or you could try this:

Note: http://support.microsoft.com/default.aspx?scid=kb;en-us;827315

I suggest you do this:

First boot to Safe Mode:
Note: http://support.microsoft.com/default.aspx?scid=kb;en-us;315222&Product=winxp

Control Panel | Internet Options | General tab

Delete all cookies
Delete all temporary internet files
(include all offline content)
Remove all Downloaded Program Files
To do that, you click on that "settings"
button and then click on the "View Objects"
button and then right click and choose remove
for all of them, if any, one at a time.
Some of them may not remove. Don't worry about that.
Close the Downloaded Program Files window,
Click OK to the Settings window.
Now clear History

Now click on the "Advanced" tab at the top
of Internet Options.
In the Browsing section, uncheck the box for
"Enable third-party browser extensions (requires restart)"
Click "Apply" and then "OK" at the bottom
of Internet Options
Close out of Control Panel

Rename C:\Windows\System32\Drivers\etc\hosts to oldhosts

Restart the computer to Normal Mode:

Download one or both of these Anti Spyware programs
and install them, update them and scan your system
and delete any spywares that may be found. If you have a
working Anti Virus program, then update it and scan with it,
otherwise use one of these free online virus scanners:

Anti Spyware -

Ad-aware 6.0 build 181

Spybot - Search & Destroy 1.2

Online Anti Virus Scanners -
